Try the Green Hotel. It's one of the cheapest you'll find in Fukuoka. They have single rooms, doubles (small) or twins. Event the small singles have a TV and bathroom. They're on 3-11 Hakataeki-chuogai, and they have a website where you can check for prices: www.hakata-green.co.jp/english/index.html
