Your best option is not a very cheap one, but it's probably among the cheapest you'll find in Kobe. It's the Kobe Tarumi Youth Hostel, on 5-58 Kaigan-dori, Tarumi-ku. It's eight train stops from Sannomiya Station, westward. You have access to the kitchen, no curfew and there are a lot of trains to take you there and away. The dorm beds are 2940 ¥.
