The cheapest one I know is the Sapporo House Youth Hostel. But I really didn't like it. They're way too strict for me. The upsides are the price, 2670 ¥ and the location: it's a ten-minute walk to the station. If you're still interested, it's on Nishi 6, Kita 6.
