Bank of Tokyo Mitsubushi, on Odori, Nishi(it means west) 3. I know it changes all major currencies, as does the Odori post office, one block west and the central post office east of Sapporo Station. But there are some stores that have foreign exchange counters and the other one accept travellers cheques.
