If you search closely, you'll find fairly good deals. Kimi Ryokan, placed near Ikebukuro Station, offers double rooms starting from Y 6500 and single rooms for Y 4500. The hotel is pretty popular for its good rates in Tokyo. One more thing to boast is that you can meet new people among the tourists that are hosted there.
