Whenever you arrive in Tokyo, the chances are there'll be a festival(they call it matsuri) taking place somewhere in the city. You have the chance to find no more than two festivals: Kanda Matsuri, one of the Tokyo top festivals, held in odd-numbered years at Kanda Myojin, it is held in Mid-May. During this festival, people in Heian-period costumes escort eighty gilded mikoshi through streets.
Other festival is held on third week-end in May, it is called Sanja Matsuri with music, dance and a costume parade featured by Mikoshi. Enjoy!
