IMHO the tower is not much value for the money. They will charge you more than 800 yen for the main observatory at 150m and another 600 yen to go to the top observatory at 250m, where you get about the same view. So, unless it's a perfectly clear day (when you can even see Mt. Fuji), you'd better save your money, there are sooo many places in Tokyo that can offer great views of the area, for free.
I'm not saying the tower is a "lame replica", I'm just saying that it's way too expensive for what it has to offer.
