If you want information just for Tokyo you should go to the Tokyo Tourist Information Centre. They have several offices - the main is on first floor of the Tokyo Metropolitan Government no 1 Building, close to Tocho-mae subway station. Others offices that I know of - one is in the Kensei line station at Ueno and another at Haneda airport.
If you're looking for information on all Japan, not just Tokyo, go to JNTO's office on the 10th floor of Tokyo Kotsu Kaikan, east of Yurakucho Station (JNTO is short for Japan National Tourist Organization). They'll provide you with the info you need and there's a Welcome Inn where you can book accommodation across Japan if you want to.
