As far as I know, the cheapest option is the Kanagawa Youth Hostel. I wouldn't recommend it because it's old and hasn't got much to offer in terms of rooms or facilities, but it's true that it's very cheap. The adress is 1 Momijigaoka, Nishi-ku and the number 045/241 6503. The prices start at 3000 ¥ per person.
